A New Chapter in a Decade-Long Partnership

Prime Source Technologies (PST) is proud to announce the award of the CORE contract – Continuity of Operations & Resilient Enterprise – by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). This contract represents a significant expansion of PST’s long-standing partnership with INL and the Lebanese Internal Security Forces (ISF) and reflects the trust we have earned through nearly a decade of delivering mission-critical results in one of the world’s most challenging operating environments.

The CORE project will modernize the data center infrastructure powering the ISF’s IT Automation Project (ITAP) – the digital backbone of Lebanese law enforcement.

Why This Project Matters

ITAP is not just a technology platform. It is the system that connects over 300 ISF entities and enables Lebanon’s security forces to conduct criminal investigations, process background checks, issue be-on-the-lookout reports, and share intelligence across agencies. ITAP has directly contributed to counterterrorism operations, prevented dangerous individuals from leaving the country, and provides both Lebanese and U.S. citizens with essential background check services.

The U.S. Department of State funds and oversees the ITAP program through INL, whose mission is to keep Americans safe by countering crime, illegal drugs, and instability abroad.

By strengthening the technology that powers Lebanese law enforcement, this investment strengthens a critical U.S. security partner at a critical time.

After years of continuous operation in a demanding environment, the infrastructure supporting ITAP has reached end-of-life. Critical hardware is running without manufacturer support, and the risk of failure grows every day. A complete outage would force Lebanon’s security forces back to manual processes, a dangerous scenario for a nation facing active security threats amid ongoing regional conflict.

The CORE project will address this risk head-on.

What We Will Deliver

Under the CORE contract, PST will execute a comprehensive infrastructure modernization while maintaining uninterrupted ISF operations. The project scope includes:

• Complete Infrastructure Replacement: Retiring end-of-life equipment and deploying modern, enterprise-class systems backed by manufacturer warranties and long-term support.
• ITAP System Migration: Carefully migrating the mission-critical ITAP platform to the new infrastructure with zero tolerance for operational disruption. ISF officers will continue their daily work without interruption throughout the transition.
• Oracle Platform Modernization: Upgrading the Oracle software environment to the latest supported enterprise technologies, delivering improved performance, stronger security, and advanced analytics capabilities.
• Disaster Recovery, A First for ISF: For the first time in ITAP’s history, the system will have a geographically separate disaster recovery site. This capability will protect Lebanon’s law enforcement operations against facility-level failures and regional disruptions.
• ISF Capacity Building: Comprehensive, hands-on training at ISF facilities will give personnel the skills and knowledge to manage the modernized systems independently. Train-the-trainer programs and documentation in appropriate languages will support long-term self-sufficiency.
