The Challenge

The District of Columbia government operates one of the most complex, multi-agency technology environments of any city in the nation. The competition for experienced .NET developers, GIS specialists, database architects, and project management professionals in the Washington, DC market is fierce. At the same time, the District’s IT staff augmentation program demanded that a minimum of 95% of contract dollar volume flow to Certified Business Enterprises (CBEs) — a requirement that added another layer of complexity to the sourcing process. Agencies needed a subcontracting partner who understood both the technical requirements and the programmatic obligations of working within the District’s procurement framework.

Our Approach

Prime Source Technologies (PST) joined the DC Strategic Teaming and Resourcing (STaR/STaR2) contract as a subcontractor to Computer Aid, Inc. (CAI), the prime contractor managing the District’s citywide IT staff augmentation program. PST has became one of the program’s most reliable resource providers — delivering qualified IT professionals to multiple DC agencies on demand.

PST’s approach was grounded in proactive talent management. Rather than reacting to each new Candidate Staffing Request (CSR), our team maintains an active pipeline of pre-vetted professionals with skills aligned to the District’s most common and critical IT needs. When a CSR is published through the VectorVMS platform, PST analyzes and responds with high-quality candidates quickly and confidently. Every candidate submission is reviewed for technical accuracy, compliance with background check requirements, and alignment with the specific labor category and level defined by the District Program Manager.

PST manages all compliance responsibilities independently — tracking anniversary compliance dates, coordinating background check renewals, and uploading all required documentation to maintain each resource’s active status. This discipline reduced administrative burden on CAI and the District while keeping resources continuously engaged without interruption.

Agencies and Disciplines Served

Over the life of the engagement, PST provided skilled IT professionals to multiple DC government agencies, spanning a diverse range of technical disciplines:

District Department of Transportation (DDOT) represented PST’s largest footprint on the contract. PST supplies senior .NET developers and consultants who supports DDOT’s application portfolio — including flagship systems such as the ProTrack+ infrastructure management platform. PST also provided GIS consultants and developers who worked with Esri ArcGIS technologies to support the District’s linear referencing systems, geospatial data management, and transportation mapping initiatives. A database and network architect supported DDOT’s infrastructure, while an IT consultant provided broad technical advisory services to the department.

Department of Employment Services (DOES) received .NET development and senior web development support from PST. These professionals contributed to the systems that help the District manage employment programs, workforce data, and labor compliance functions — services that directly impact thousands of DC residents.

Department of Forensic Sciences (DFS) relied on PST for both senior IT consulting and high-level program management. PST provided a PMO Project Manager at Level 6 — one of the most senior labor categories in the contract — to support DFS program oversight. This engagement demonstrated PST’s ability to deliver not only technical staff, but experienced program leadership professionals capable of managing complex, sensitive government operations.

Office of the Chief Technology Officer (OCTO) represented PST’s earliest and most foundational engagement on the contract. PST provided multiple resources to OCTO over the years, including a GIS Cartographer, a GIS Systems specialist, a Help Desk professional, and an IT consultant. OCTO serves as the technology backbone for the entire DC government, and PST’s contributions there supported citywide IT governance and geospatial systems that downstream agencies rely upon daily. 

Overcoming Complex Challenges

PST’s participation in the DC STaR and STaR2 program delivered measurable value across multiple fronts. Agencies received technically skilled professionals who integrated quickly into existing teams and contributed to real, meaningful work — from building geospatial tools that DDOT uses to manage the District’s transportation network, to supporting employment and forensic science systems that serve DC residents and law enforcement.

PST’s consistent record of rapid candidate placement, compliance management, and resource retention made us one of the program’s dependable subcontractors across multiple contract periods. Our engagement spanned roles from entry-level support to senior program management and architecture, demonstrating the depth and breadth of PST’s talent network.
